Looks to be a WW1 era souvenir lighter. The tank on the one side would make it very desirable.
This style of lighter was made in fairly high numbers, but the tank motif isn't one typically encountered.
Most often seen are lighters with the German buckle "got mit uns". Here is an example in the first photo:

I have a few of these myself. Scottvez is correct about this being WW1 era.
Soldiers would often make these themselves.
I have one that is made from 2 one shilling pieces and an oversized hex nut.
