      size and description might help but looks to be a bobeche

      Dimensions are 5 1/2" at widest and small hole is 2" wide.

      TallCakes, I thought so too. But, these would completely enclose. There must be another piece (bottom) that I'm missing?

      yes, the candlestick is missing; bobeches are also used with ceiling hung candelabras, or anyplace one might burn candles. Many bobeches have holes or other design features for hanging prisms, which I'm not seeing here.
