    it seems to be a promo item for state bank of Albany N Y the central portion is the liberty bell and hides a compartment for cigarettes the knob on right is to open the cigarette case the knob on left pulls out and is a lighter the name R Beach is imprinted in gold leaf just kind of interesting I got it in a batch of lighters most are on e-bay now

      your lighter is a brown & bigelow [minnesota] model from late 1940's. it was mostly utilized as a promotional advertising model but often found with liberty bell design.
