There is Japanese writing on the base and also a translation it seems too good to be true if anyone can help me identify I would be most appreciative

I got this Bamboo Tall vase in a collection of stuff at an auction. Says it's bamboo 1887 as translated from Japanese, I'm not sure what to think, can anyone help me figure if this is as old as the writing says.
Help !! can anyone read the japanese writing, and help me identify if its worth anything or is it chinese ?
