    This item was found far from any road in an area with little activity ever. The tip is of a hard, shaped black substance different from the remainder, which is rusted and obviously old. a rotating band is on the lower third.

      The "rotating band" is obviously a locking band to lock inside of a recess. I think it is a boring bit.
