Anyone know what this is?

My father in law only ever called this "The Smithsonian Lamp"...It is very heavy, the top opens to change the light bulb, solid thick glass top, as are the sides, with stained glass accents..I've no idea what the metal is....Any help would be appreciated, I've not seen another like it..Not sure why the pictures are on their side, the originals are not, okay fixed that issue............Thank you
