Sure looks like a feeler gauge to me.

This is a perplexing combination of tools. Chesterman rules are found in a wide variety of folding knives, sometimes simply to provide a handy measuring tool for no specific purpose. The question here is why are there feeler gauges in a knife with no screwdriver or wrench, as knives with feeler gauges are always, in my experience, automobilist's or motorcyclist's knives which formerly were used to adjust the ignition points. What sort of job required this particular setup?

PS I'd like to see a shot of the edge of the knife with all blades/tools closed.
