Antique Clear Glass Hand Blown Decanter with Cut Glass Bullseye Stopper ?????

I purchased this decanter in an auction in London England about 20 years ago. I'm not sure of the age or who made it but it looks very much like an Irish made hand blown decanter, it has a cut glass bullseye stopper and the decanter looks brand new. Hope there is someone who can give me some idea on this decanter.
