This bowl is 9.5" in diameter x 4.5" high. The color is a deep red wine color, not ruby. I had to really light it up to get my camera to "see" it, which washes it out somewhat. It is good glass, but it puzzles me. There is a pinhead white occlusion in the red part of the glass. The bottom looks to me to have been applied to the the bowl when molten and adhered in that manner, but there is also a bit of what looks like adhesive residue on the foot. Did it come apart at some point and was glued back together? Is what looks like glue really an abrasion? I can't scrape it off. I can't see any evidence of a break or repair. Hmm, puzzled I am (Yoda voice). It was $1.99 at the thrift shop and in nice shape, so I couldn't get my hand to open up to set it down. It was so dirty and smudged from so many people handling that I was itching to get it home and clean it up. Turns out it is the kind of glass that attracts fingerprints, so I was constantly buffing it as I photographed it. I have no strong feelings about who the maker was.
Update - I found half a dozen of these on ebay. Several were being sold as Viking Art Glass bowls and several with no maker identified. There was one, though, that had a label on the bottom of the base that read "Teleflora-Gift Made in China". The foot on all of the bowls on ebay lacked as sharp a cone shape as on my bowl, but otherwise, they were identical. Dang, now have to worry about Chinese glass that looks like Viking Glass. Wonderful.
Updated update - My cat bumped into this and knocked it into something and the top separated from the base. The pieces were just glued together! This is just florist ware, so I changed the category to Glassware from Art Glass....
Teleflora has put out some really nice art glass from China recently. Your footed bowl is still offered at some florist:

@TallCakes - Agree. I am sure that there must be folks who just collect this Chinese art glass. Too bad the makers seem to be anonymous.
Thanks for loving my Chinese glass!
