Don't know much about this finely woven piece. My parents picked it up in their travels many years ago and believed it to be Indian made. I have always thought it to be a fan. I would like to know more about it so I can pass it on to my daughter.

It's a fan, but not Indian. It's a traditional style fan from Micronesia, probably the Marshall Islands, based on the type of woven handle and the way it's attached.
