Looking for information on this chair. It has small white wheels on the front legs only. I think the seat has been recently recovered. Any information will help. Thanks

In both pictures, there is a wheeled device with a padded seat partially visible. Is that a mobility device for an elderly or handicapped person? If so, that may give a clue to why the chair has 2 wheels in the front.
I've had experience with elderly people who have trouble scooting their dining chairs to the table or from the table.
By having the 2 wheels there, the assistant can lift up slightly on the back of the chair while guiding it to the table....as long as the disabled person is not too heavy, a simple adaptation like that works very well.
By the delicate look of the chair, I would venture a guess that the person who would be seated in it would be rather small-statured.
I hope that helps answer questions about the odd wheel arrangement.
