French Perfume Bottle

I am asking for any help on this. It’s made out of glass with made in France on the bottom. It was covered in dust when I got it. The top part has Wetern Germany on one of the metal leaves. Initially I thought that the flowers were cloth but after dusting it a bit I noticed that they appear to be either glass or something else. It’s also signed on one of the flower petals. I just wish I could figure out who made this! Measures about 5.5 inches tall. Would appreciate any help.
