    My father collects tools for a mission. Sometimes they get something old or obscure that no-one knows what it is. These 'shears' have the one hole. All help welcome.

      these are still made today -- they are used my sewers such as myself -- they made great clipper to remove animal hair such as cats that get hairballs to clipping corns from your heals or feet -- sorry nothing unusual on these -- they cost anywhere from 10 to 50 dollars on ebay -- pending on how unknowledgable they buyer
