Stuffed Toy Soldier

HELP! Anyone have any information on this stuffed toy soldier? He measures 22" tall. Facial features are painted on. He seems to be made out of a thin slick fabric. His arms are sewn on and movable. The rest of his body is stuffed full and stiff. The bottom of his boots have a thin card like material on them. The tag is old and worn and I can't make out the few tiny things left on it.
