Very pretty necklace, definitely looks native American, the pendant is marked sterling silver, the bird could be an eagle or thunderbird, and lovely turquoise beading

Newfld is correct, Native American Thunderbird Turquoise Necklace. As to date? Hard to tell could be 60's? Same for Who Made it, Without a Artist stamp on back, It would be almost Impossible to figure that out. You may have to search around and see if You can find a matching one and maybe that Owner knows Artist. Most likely bought at a Native American Trading Post.

Great necklace ! Most of the value might be in the turquoise necklace.

Native American, yes. Looks to me like a Peyote Bird. They are very similar. Dave's got the year about right too, and the place probably. I believe this was meant to be a button, may have originally been for a bolo tie but the ring is a bit to small. I'm not sure how much turquoise is on there but it looks like a lot and that's where the money is mostly. It's very unique!
