Vintage 50s or 60s Hand Painted Santa Claus Napkin Holder

This is a mystery. I bought 4 of these as a set at a resale store and they are clearly hand painted on metal. The back has a sticker saying "General Store Inc. The Master Craftsmen." They seem to be napkin holders to me because of the 2 rings on the back of each, but I'm not sure. They seem to be from around the 50s or 60s, but may have been made to look vintage. Does anyone know what these could be?
