Horsehead of brass. Where was it made and when ?

I bought this 11 cm high horsehead of brass at a fleamarket and I mounted it on a wooden plinth. Now I use it as a paperweight on my desk. It has probably originally adorned a fence somewhere. But where was it made and when ?
