Cobalt blue bud vase

This bud vase was given to me several years ago by my mother. I was told it was a bud vase for a car. I’ve seen lots of bud vases for cars that is just the vase, the brackets for them built right in the car. But I’ve never seen one that had a stainless steel (?) stand. Has anyone seen one of these before and is that what it actually is for? A car? Thank you in advance :)
