Found this WW2 Navy uniform Top with Dragons Stitched on the inside sleeves. After Quick Research I found out they call them Liberty Cuffs, I believe they were Against Military policy. Not for sure.

Those are called "liberty cuffs"-- the US Navy didn't allow visible adornment with embroidery, so they were embroidered or sewn inside the cuffs. This allowed the sailor to roll up the sleeves while on liberty or away from the ship.
These are collectible and come in a few different styles-- mermaids are one of my favorites.
The ruptured duck shows the uniform WW2 era. The other insignia is an enlisted armor (tank) branch insignia and doesn't go with this navy uniform.
