Silk Chasuble? or a Silk Buddhist Banner?

I found this at Goodwill a few wks ago. it's very long - like 10 ft long and made of silk. The design is an abstracted lotus one - an important symbol in Buddhism. It reminds me of the Priest's chasuble in the Catholic church - which i guess it could be too.
