looking for any info on this table name, time period, etc. Also what is the cut out for thanks for your help

Is that a metal liner for the cut out? It looks like it was meant to hold something that might seep water out - like a plant in a pot. It's hard to imagine anyone wanting to do that, but who knows? The table may have been made intended for a lamp with a houseplant in the recessed area. If that is the case, the plant would have been in it's own container, then the container put down in the metal liner.....soil would not have been placed directly in the liner.
That is commonly called a pull top table. The insert was simply a trash can as far as I have ever known.

I have seen this type before, and it was indeed used as a planter.
