WB Chase Cigar box

Found this box at an auction. Has been signed by the Tampa City Fl clerk from 1907. The box is in terrible condition. It has a No. 1 stamped into the front. It also has a label on the back from the City of Tampa Fl. It has been signed by a few people. I can only make out one of these names. The signature says "Gus M Henderson". There was a clerk at that time named "John M Henderson". He died in March 29th 1907 but this box has a stamp on it from July 15th 1907. I could be wrong about all of it. I cant find any information on WB Chase cigars. If anyone might have more information about this item or the history, I would love to chat about it.
