chinese reorganization gold loan plaque framed

I picked this up at a thrift store. It really perked my curiosity. I tried to do some checking but the one thing I could not find are the small sized paper or "bonds" on the back and a few inside the frame on the bottom. They have printing on the back but I did not want to take them off. They seem to have a little tape on the back to hold them to the back of the frame. The whole thing is in excellent, excellent condition. Any ideas out in collector land. THANK YOU for looking. Have a Blessed weekend.
