I also thin Asian, the mark maybe upside down, indicating silver content. The small designs on each side seem to be the Asian Buddhist sacred figures of the dragon and the bird of paradise (male and female).
That blue stone cabochon is beautiful but have no idea what it is. Thanks for posting.

You got me with the bird symbolic name, dragon is dragon, no matter which Asian country decor we are talking about.
Like your feedback on these posts. The bird is called by different names, in Japan it's the HO bird, in China it can be peacock or bird of paradise, due to those long tail feathers, and then we have other variations as well.
The mark is found on many metal cloisonne vase from Japan on the bottom rim. See if I can find a piece with it, these can vary too, when I see one in an impressed rectangular shape and with 4 or 6 characters, I think silver.
This is a mark I found, which also has a maker's mark on the rim, it is tiny and not well impressed. Bottom character is recognizable.

Keramikos, I still have a big archive of images about Japanese cloisonne pieces, early 20th and I owned several vases with silver rims which had that impressed silver mark in a rectangular shape, it was very small, and sometimes not completely impressed, so in time, it would get even harder to decipher.
This ring also looks like it had a gold finish that is worn off. I will try and find something readable of my own stuff.

My experience with many of these Asian silver pieces is that the Chinese exports often had initials as well, and a grade like 900. The Japanese made their marks separately, the silver mark on the silver, and the logo or script mark of the maker in the middle of the base. This ring in my own mind, could be either, I am leaning towards Japanese, but keeping in mind the odd antique with mysterious contents and marks.....not sure.
