Pretty little picture

I recently purchased this little picture. I need some help on this one. This is small, outside of frame it is just over two inches tall. The person I got it from said that it was not plastic, but when I took it apart, that’s kind of what it felt like. It was somewhat pliable and thin, and you can see thru it when put up to light. It looks like it was glued to something at some point. The last pic is out of the frame. Any one have any clues about this, age, what it is painted on etc??
