I think this is part of a set of handcuffs.
I would venture to say it is an early 1900's mail bag security lock. They were made in this type design. Rochester made some with a combination rather than a key.
I have one like it but it's not a nice as yours. I thought that it was as follows, "WWI original US Navy sailor's duffel bag bronze lock handle. These locks were used on the large canvas duffel bags that sailors carried on board ship. The opening rod goes through the eyelets and can be locked with a little padlock."
Treasure Tex you are correct. The navy lock was almost exact to the earlier mail bag security lock.
Lock for a kitbag. It doubled as a handle.
