I suspect this necklace is a promotional item of some decades ago, like a "buy this doll that comes with a necklace for you to wear" kind of deal. But knowing I do nothing.
I refer to this as my sand necklace because of the sand-like surroundings of the baubles. Under a microscope, one can see it is a sand-colored adhesive littered with colorless transparent grains of glass. This high-surface structure is the reason those stains cannot be dealt with easily or possibly at all. Annoying, but I love the creativity.
The baubles appear to be plastic and are glued into their settings. They're covered on top with an overdone pearlescent coating, though there's heavy wear on it. Best seen in the second image, they have some relief to the sides that makes them vaguely feather-like. There are four pendants; all constructed the same way, but attached to the necklace differently. The two in the middle are attached so that one partially obscures the other. I reckon the metal is brass, and the clasp tail is so short that it likely had a part broken off.
