Found this today at an antique store in Texas. Did some research but couldn’t find one like it. Looks like it may have had headlights at one time. It’s pretty large maybe 20” or so.

Not sure about a manufacturer, no markings? It's nice, I especially like the grill.
No markings on it as a lot of the toys of this era used decals to brand their toys like Buddy L and Keystone, Structo and several others. I can tell you what it’s not but still haven’t been able to find one like it.
I have one just like it in red also no markings
