      Probably indeed a 'post topper', but more likely for a (replica of a) "hitching post" for horses. I'd have big doubts its really as old as the true 'horse and buggy days', it probably more dates from the later 1900's when such things became sorta (re-?) popular as 'landscape decor' for homes and businesses.
