Dont know much about this except it weighs about 30 pounds. It is so small it may go on top of fence or railing posts and its made of solid cast iron any information or interest email me at sherriexanne3@gmail.com
Probably indeed a 'post topper', but more likely for a (replica of a) "hitching post" for horses. I'd have big doubts its really as old as the true 'horse and buggy days', it probably more dates from the later 1900's when such things became sorta (re-?) popular as 'landscape decor' for homes and businesses.
That heavy, it might be a buggy anchour.
