I found this pretty small carnival glass dish today. Its got a chip on the collar of the base, but it was very cheap! In another charity shop a few doors down there was another small dish with a chip on the base, but I didn't get that one, as the pattern was not so interesting. (Wish I'd got it now!). I have found it's made by Imperial Glass in the Open Rose pattern. It's only 5.5" across, so maybe part of a desert set, or a little bonbon dish?
