I was thrilled to find some really interesting cups and saucers in a cabinet in a charity shop. I bought this set - by far the most expensive cups and saucer I have ever brought, but probably the best too! My first thought was that they are Georgian, early 19th century, though they could be Victorian. They are moulded and hand painted with gilt, both outside the cups and inside. There is a red painted pattern number on the base of the Coffee cup and Saucer - 8802. I have finally had confirmation that it is by H & R Daniel from 1845-46.

You are right about one being for coffee and one for tea, and they come with one saucer between them! Those thrifty Victorians, I did find a cup in my Compendium of British cup books the same shape as these, made by H&R Daniel, in around 1846, so that’s a possible maker.
I am going back to the same shop tomorrow, to see if there are any of the other cups and saucers left!
I've put up a picture of the H&R Daniel Cup. It is a very similar shape.
It could also be Grainger! They make a very similar shape
