Revolutionary War Historical Battle Art Pottery

This is a large, almost 15" tall, piece of art pottery. I'm not sure who made it or what it is meant to represent. To me it looks like a lighthouse or possibly some sort of watchtower. There are little military figures that have been applied to the piece, creating a battle scene. If I have correctly identified the uniforms, the soldiers are British redcoats vs. American patriots. I'm hoping a history buff might know whether this represents a specific battle?

Also, I keep wondering about where it originated. At first I thought it was an interesting decanter. The center is hollow and the top has an opening, like a decanter that's missing its cork. However, it can't be--the windows are completely open to the center so it can't hold liquid. Next, I decided it was just a cool art piece but if so, why is there a number incised into the clay -- 13519. Someone has also added a paper label with another number, D-1712117-10. Any thoughts regarding the maker would also be appreciated.
