Felt Feet and Working Growler

Oh let me be (oh let him be) your teddy bear
He is a cutie and I am assuming that he could be Steiff? All of his joints work and move, his growler works and he is in a pretty good condition,

Any idea as to what year he is? and if he is Steiff?
