Built in 1946 as The Veterans’ Administration Building, this is now The Blue Cross Building of Wilkes-Barré, PA.
I do not believe that it originally had the distracting logged structure on its roof. To me, this creates a distraction.
Except for the curved glass, this reminds me of the purely functional Soviet style architecture. Well, it does look better in person than through this photo.
It is of the Streamline Moderne or Art Moderne genre.
