That profile is well known :). Must be queen Victoria. If I'm not mistaken it sais 1897 under her. On the 22nd of june 1897 she was celebrating the diamondjubile. This is probably to commemorate it. Since there is no photo of the back I can not really see what it is, a coin or a token or maybe a brooch made from such an item? If it is a brooch you can't really tell if it is from the time without a look at the clasp and hinge even if one is prone to think that it probably made at the time.

Here us a link to a coin:
      https://collections.museumvictoria.com.au/items/80473.

Coins were often worked on , changed and made into jewelry. I'm sure you can see more of the sort by searching here on CW for "coin jewelry ". But please show us a photo of the back of your piece.

      Me again :).......
Sometimes Coins were taken and made into love tokens so you can also search for that to see coins reworked into something else.
Here is a link to a brooch I own:

In that category CW has a written piece on the custom of reworking coins into lucky- and love tokens. Unless there is a message on the back of yours I wouldn't call yours a love token. It must be more something to honour the Queen. She influnced a lot of the jewelry in another way after the loss of her Albert and made morning jewelry high fashion. But that is something else. Just thinking it is quite likely this was made and later worked on during her reign. Interesting.

So as you can see a lot of things like that were made to celebrate and remember her. If your piece was made as a token, coin or if it was the centre of a medal cut out or made like that ftom the start is for you to analyze ftom the information the back of it can give you. Good luck!
