Bailey, banks & biddle sterling spoon,
Seems this company is represented in the Replacements site with about 15 sterling items, none that match this.
This spoon is a genuine antique sterling spoon, the hallmark is BBB for the maker, American late 19th century. There were bought out at some point.
A new company with the same name is in operation now in USA selling expensive jewelry and have a website.
Sorry no info about your pattern name. They had several art nouveau style floral motifs then on spoon handles, including one called chrysantemum.
      Thanks for posting.
