      It’s called an expergne, and used for a centrepiece with flowers in, I think.

      Yes, it's an epergne, in ruby or cranberry glass. Very popular in the Victorian period but made in this style as late as the 1920s in England. Also various repro/modern examples made from the 1950s onwards in the US (primarily by Fenton) & Murano.
      This does look like a late Victorian piece, say 1880s - 1890s. It was used as a table centrepiece - you could display flowers in the trumpet vases & perhaps put sweets or other snack treats in the bowl.
