unknown make china floral plate

Hi - My mother owns a set of nine dessert-sized plates in this pattern. I was wondering if anyone recognized this pattern. My mom seems to think this may have come from Europe, but who knows? Any help would be appreciated! Thanks! The back of the plate is blank - no marks that I can see, which makes this a mystery indeed.
