Bigwigs?

This was a small antique wooden puzzle picture afixed upon solid wood (mahagony?). It's had better days, as some of the paper was worn a bit. I'm calling it 'Big Wigs', but I have no idea what this picture is representing. I found it very interesting to see the back of this puzzle, which was placed on a 'Social' board...not sure what product that was. The only id I see is 'C.S. Carrie & Sons, Prs., Phila.". Searched the internet but didn't uncover any insights.
