I have a similar EPNS Plate. I've researched quite a bit on the markings on the plate. Before I elaborate, may I ask if you managed to find more out about your plate? Mine seems to be the very first edition of Barker Bros in the early 1820's in Birmingham.
This is a Barker Brothers silver plated circular footed salver from Birmingham, England. It has a pie crust shape with curvacious floral design border enclosing engraved "C" scrolls, foliage, and palmette decoration in the centre. It is raised on three rocaille feet.The underside has three stars within a trefoil with E,P before and N,S after, as hallmarks over "12213" and a triangular figure just above these hallmarks.
