Rocking chair that doesn’t rock

This rocker has been blocked so it doesn’t rock anymore. I bought it in St. Louis many years ago, I think I paid $5.
I had it recovered, it had worn red velvet and is stuffed with horsehair. I don’t know much about it, I’d like to know the style and if anyone has had luck unblocking a rocker or if I should leave as is. It sits low to the ground and isn’t very wide, has original black with gold paint details. It is one of my favorites I’ve never run across anything like it.
