Not sure this is right but take it as my 2 cents.
Lets assume the two rounded ends are handles, setting one with handle to the left and the other with the handle aimed right. Looks like Victorian foot rests with what is called nail head decoration.
I was thinking they are saddles but I can’t find anything like them on internet.
You didn't provide any measurements and saddle ran through my mind. It is by all means possible these are miniature display saddles for people to view before ordering. Kind of like a salesman's sample.
Children’s camel saddle maybe - or donkey ? Purely a guess though.
Aly, these are quite similar to Moroccan camel saddles but without dimensions I will rely on my original post that I found by googling a bit.
They struck me as some kind of unusual 'saddle type' thing too...could they be the kind of seat you'd use to ride on an elephant?? The rings on its feet seem like they could have helped strap it to some kind of animal anyways...??
Can I upload more photos? I’m new to this site. They measure 15” in length and 14” in width. The colorful part on the seat is thread. The leather is hand stitched.
Those dimensions rule out foot rests and point to being a camel saddle. The padded bottom brace underneath I missed before as I was looking at the colorful design and nail decoration. More than possible that is what this is. Although I would think it is for a festival or parade as opposed to everyday riding. The saddle horn is shaped like a pair of rams horns to grip.

I’m not losing any sleep over it. I would like to know what to say about them when I list them on eBay, but it’s not paramount.
I’m a picker, not really a collector (although I do have an affinity for vintage toys and old concert T-shirt’s) I buy what I think I can make a profit on.

One other probably useless bit of trivia I'd guess at (because I certainly don't know for sure?!) is that, whatever seemingly unusual animal these "saddles" might have been meant for would probably also require layers of blankets/etc. both between it and its animal, also between it and its rider. (not to mention various straps/buckles/whatever...those rings on its feet again...) Thus (maybe?) most of them might really be "covered up" when seen in actual usage, except for their 'horns' and front legs...? JUST GUESSING... ;-) :-)
