Vintage or Antique Cased Vase with Enameled Decoration

This vase (?) has a lovely light mint green clolour. It glows under black light, especially the base. The handle is a bit unusual. It looks like the glass is dripping down. There are no markings. I have no idea about the maker or the country of origin, but I believe that it could date to the end of the Victorian era or the beginning of the 1900's. Anny help would be appreciated.
