old spoon similar to franklin mint collection

I’m can’t find anything about this, I’m not sure if it’s a hand made one of a kind. Kind of resembles a franklin mint collection or Hans Christian Anderson collection. Any insight into what this is besides a spoon obviously would be greatly appreciated.
