Pretty Crystal Candle Holder with painted Irridescent Base

I picked up this pretty Candle Holder this morning. it's made of glass, and the base is painted with some silvery irridescent material that turns the glass multi-coloured. I have no idea of age or where made, I just think it's pretty. It does have a bit of age to it as the felt base has quite a bit of fading. Does anyone know where made?
