    This is about four inches across and a couple of inches high. The small line of perforated holes would be about the size of those in a salt or pepper shaker. Green ceramic material. Pipe holder is getting the most votes but that doesn't explain the holes. Also popular is that it's the bottom half of a set of something.

      Does it open? Any moving parts?

      No moving parts. It's solid and hollow. The back end is open if that's not clear from the photo.
