Delicate Sterling Cuff Bracelet Signed Rock or Rocky

This very simple and delicate cuff bracelet is one of my latest purchases. It is in good condition and features a blue stone, possibly a lapis lazuli, but I am horrible when it comes to identifying stones, so lets just say the stone is blue.

I guess that the age is kind of a given since the cuff is marked 1998. It is also marked "Sterling", has the image of an eagle or some kind of other bird, the name "Rock" or "Rocky" and a copyright symbol. I have searched for some time online for information about the maker but so fare have not been able to find out more.

I found this piece alongside many pieces of Mexican sterling cuffs and was wondering if there could be a connection. Any help would be greatly appreciated.
