The only markings at all on the knife is an eagle on the blade. Only thing that I know is that it is old

Can someone please help me to find out what kind of knife this is..
Could the one blade possibly be a cut throat razor? I'm looking at the very hollow grind angle as well as what appears to be a finger rest at the base of the blade.
