Irresistable Czech Deco glass basket, blown molded body with the familiar bright red upper section and green spatter base. Four sections in a ribbed shell design with a wider strip going up to the large scalloped rim. Plain black glass handle.
Baskets are not my thing, I own 3 now. This one is an unusual shape and an unusual decor for that shape, about 7x7 inches overall, qualifies as a pretty glass whimsey.
Who? Well the usual contenders, Kralik, Ruckl, and probably that other one that made many glass baskets during this period.
Kralik and Ruckl used the red and green decor on other pieces, and the other made many styles and decors for many molded body baskets but not red and green as far as I know.
Does not seem to be any marks.

The Truitt Volume II had the answer, page 62, item 5, the same basket in a variation of red Bambus on clear background, with same molded shell like textured base. There is also another in the Butler Brother Monograph not as detailed, page 25, Bambus decor assortment, middle bottom line.
This is a great basket. I have not seen one like it. Quite possibly it could stimulate an interesting discussion, were it not for the inflammatory wording of your post.
What a fabulous glass basket Lisa, the ruffled tops reminds me of a hibiscus my favorite flowet6
